Ominous Interview on NPR

There was a very ominous interview on NPR yesterday with Representative Jim Marshal.  The quote that I found ominous was:

I just hope that the damage that was predicted to be done if we weren't able to pass something does not occur.

It is unusual for any politician to use prescriptive, active voice when talking about a future event.  I know people are on edge and this was an ad-hoc moment in the interview, but I'm sorry; it just sounds like a direct, overt threat was hanging over this man, not merely a prediction from some big-head economists.
